If those are your two choices, then S-video is the superior one. Modern TVs
have inputs that are better than either of these, though.

Cards based on nVidia chipsets, and particularly the FX5200 and FX6200, are
generally recommended, in conjunction with nVidia's binary drivers. I don't
have a specific board to recommend, though.
