It goes in your X configuration file. Usually /etc/X11/xorg.conf if  
you're using xorg, though you could put the conf file anywhere if you  
tell X where it is.

Under Section "Device" put:

"UseEvents" "True"   (including the quotes)

This assumes you're using the nVidia drivers with an nVidia card.

That's normal res for a 1080 LCD, but are you driving it via VGA or  
DVI/HDMI or by S-Video or composite? If the former are you driving at  
the native resolution or letting it scale (obviously it has to be  
scaling if you're using S-Video or composite inputs).
