All,
Johnathan's reply in this morning's digest triggered a thought, so I
went out and googled "PCI-E latency" and came up with information
that was new (to me, at least). According to information here:

PCI-E doesn't take latency settings because each card has a (separate?) serial
connection to the system rather than a shared bus. Hence, PCI-E connected
resources show zero (0) for their latency when PCI configuration tools query
them.
