I'm pretty sure it does because that's what mythtvosd does.

I don't know - but are you sure you have to do it this way? I have
VoIP and I register the SIP client on MythTV to my VSP (to Voxalot
actually, so it's not my VSP strictly speaking) and that means that I
get a message on screen displaying the caller ID automatically -
nothing else required.
