First, most (all?) cards that don't do hardware encoding require you to feed 
the audio output from the card to the audio input of your sound card. A quick 
Google suggests that your card probably doesn't do hardware encoding, but I'm 
not 100% sure of that. Thus, the first thing to check is that your audio 
input/output cabling is correct.

If so, then you'll need to start checking your mixer settings. This can be

If these sources don't help, try posting back with more details. Most 
importantly, report details of your physical connections (between the tuner 
card and the sound card and from the sound card to your TV, receiver, or 
speakers) and the type of sound card you're using and its Linux drivers.
