[mythtv-users] Keyframe confusion (using edit)

I'm just learning how to remove/flag commercials, and I read that I
should use keyframes for the cuts. I would expect keyframe to be an
exact term, but when I set the skippong to "keyframe", the length
isn't the same when skipping forwards and backwards. Most of the time
(but not always), one forward skip equals two backward skips. I have
included an example below:

Skipping forward:
39:04->39:24->           41:06->           42:14
Skipping back:
39:04<-39:24<-40:15<-41:06<-41:22<-42:14

Is there any explanation for this behaviour - I think I remember
something about three kinds of frames in mpeg video, but if the extra
keyframes found when skipping backwards are the "semikeyframes",
shouldn't they be found when skipping forward as well?
