Since some drivers get installed by the kernel, it is not really a
controlled process from our point of view. You may wish to try
blacklisting the relevant modules ( and commenting them out of
modprobe.conf) so as to load them in your own order, through a script in
rc.local. This is relatively late in the boot process and may give time
for the cards to stabilize, as it appears that some of the cardid bounce
may depend upon which card answers first.
Also it is apparently possible to get udev to match hardware ids'. I
read something about this with USB items being mounted. I have no idea
whether it is possible with PCI type hardware.
