You need to load the modules first?  You have a PVR150?

Here is what I have in "/etc/rc.d/rc.local":
modprobe ivtv
/usr/bin/v4l2-ctl --set-ctrl=spatial_filter=4
/usr/bin/v4l2-ctl --set-ctrl=temporal_filter=4
/usr/bin/v4l2-ctl -c brightness=170
/usr/bin/v4l2-ctl -c saturation=127
