I wonder what options your kernel is configured with, wrt low-latency
settings and particularly HZ?  Try setting the HZ to 300 or greater and
see if that helps.  (IIRC, ivtv does or did not, maybe they fixed it,
not play well with full preemption enabled, so use voluntary preemption
only.)

The HELP for the HZ settings in 2.6.20 says that 300Hz is the best
setting for video playback because it's an even divisor of the frame
rate for both NTSC and PAL video.  HZ determines how often the clock
interrupt is run, and thus the resolution of the clock used by video
playback software.
