If you do a search for switch guards, you can find devices that will 
non-destructively install over a switch to prevent someone from 
unintentionally switching them.  A quick search turned up these two:

The one's I bought are actually a little different than any of these. 
I like the look of the first two better than the third, but it's 
something to look at.
