That's your problem.  You've probably got enough AFC to tune video, not
not audio: broadcast carriers are at different center frequencies than
CATV; I don't *think* you're supposed to use us-cable for OTA analog.

I might be wrong, but that'd be the first place I'd check.

Can you tune the output of a VCR successfully?
