I am currently controlling two identical satellite receivers with one serial
port, one transmitter, and one instance of LIRC.  If you can set up your
settop boxes to accept different sets of IR codes, then you're set.

I actually have two homemade transmitters wired in parallel to the same
serial port.  So the same signal is sent on each transmitter.  This works
because each box, even though they are identical, accept different sets of
IR codes.  I'm not at home and it's been about three years since I set this
up, but I can look up the details for you if you wish.
