It's called mod_rewrite -- you'll have to find the ubuntu settings for
how to enable it.  As far as I knew, it was compiled into apache in
every major distro, but if it's not, ubuntu should have provided you
with some sort of modules.conf directory that you can use to
enable/disable modules.
