I think you'll find it hard to find a motherboard with onboard video
that supports svideo out.  I've not seen any personally.  However, you
don't need the latest high-end video card to get svideo out.  It's
pretty standard on most video cards these days (at least from NVidia).

A quick search of Newegg turns up the following:
AGP cards:

Search for 'TV Out' and not 'SVideo' and you're likely to turn up more
cards that match what you're looking for.  The searches above are only
limited to NVidia cards in the range of $25-$50, but it still comes up
with a total of 55 cards.  Hopefully you can find one that suits your
needs.
