In general it is better to have people/packagers use tarballs, so
everyone has a similar setup and known bugs. For mythtv's current
development model (a stable rolling "release" and infrequent tarball
releases) it makes more sense to use the fixes branch.

But it would be better to release early/often out of the fixes branch,
e.g. we could had been at 0.20.7 by now and we'd know that if someone
runs say 0.20.3 he'd have to upgrade to at least 0.20.5 to fix this
and that bug.

I guess the reason for not having more frequent tarball (minor)
releases is lack of manpower (and perhaps the users being comfortable
with packagers pulling in svn diffs).

I would volunteer to do the 0.20.x (and later 0.21.x etc) release cuts
from mid/end September on if the dev team is interested. Maybe monthly
minor releases, all I would need is an OK that some state of the fixes
branch is release-worthy and a changelog of the user noteworthy
changes (and of course the access to mythtv.org's infrastructure to
svn cp/tarball cuts & uploads).
