The problem in Europe is that there are a couple of larger countries
where one would assume it pays off, but quite a loadful of smaller
countries with their own networks, that will probably not be worth
while bothering country by country.

But most probably it will be a package deal again, so the
filling-gap-countries may also benefit ;)
