No. But obviously an x1 card will not be able to move data as fast as  
a 16x.

If speed is not a factor you could theoretically use one of the USB- 
video adapters, or even just run an xvnc server and display on  
another machine, if frame-buffer type performance is all you need.  
You could even just ssh into the machine if you don't really need it  
to make video, just provide a terminal.

But for "normal" desktop accelerated video usage I suspect an x1 card  
would be a pretty poor performer.
