It's an application just for running jobs in the JobQueue.  If you're
using packages, I'm not sure which package it is in, but if you're
compiling from source it will get installed with everything else.
Just run mythtv-setup as if you were setting up a regular backend and go
to the JobQueue setup page and setup which jobs you want to allow on
the server you're going to be running mythjobqueue on and then fire it
up.  It is an easy way to run jobs on a server without having to run
a full backend since running a copy of mythbackend without any tuners
defined isn't supported.

If you want only the fileserver to run these archive User Jobs, then
you need to rerun mythtv-setup on your other backend(s) and tell them
not to run the archive User Job.  You also need to have the same
directory mounts in both places in order for things to work correctly
both local on the fileserver and remote on the clients.
