get an mATX board with AGP or PCIe for the video card, this should
leave you with 2xPCI. Use a PVR-500 instead of two PVR-250's, or an
HDHomeRun if you want to do HD which is external, so no slots needed.

Then all you need is an mATX board with onboard optical/coax output if
you need it.
