0.19.1 was never officially released because all of the distributions started 
packaging it anyway. Most people are already using it, so releasing it would 
be nothing more than a few words on the homepage.

There is also the fact that 0.19.1 was being added to a lot longer than 
0.18.1, 0.19.1 was really 0.19.3 by the time fixes stopped being committed.
