irw requires lircd, irrecord does not. lircd itself needs a valid
lircd.conf to work, which is what irrecord is used to create and irw
tests.

irrecord reads from the /dev/lirc device (or /dev/lirc0, /dev/lirc/0)
which is in turn typically connected to a LIRC kernel module with
major number 61.
