There is only 1 entry in the log for the ratings download for the day in 
question.  The total time to download all the days was 3 minutes.

I agree that the times given in the status screen are useless because they 
don't really show the total elapsed time.  But AFAICT, the times in the log 
do.  I tried to look at the code for the times in the settings table (used in 
the status screen) but it was too convoluted to make much sense of (or maybe 
it was just me).  I think that there is limited information you can infer 
from the times, but two useful bits would be: if it is very short then the 
ratings did not get downloaded and if it is very long then the data was not 
available to be downloaded.  I'd rather have that small amount of information 
than nothing at all.
