You are almost certainly trying to tune "off-air" channel  
assignments, so anything above 13 is trying to tune a UHF frequency.

Cable systems use a different frequency layout, which would be  
something like "standard", "HRC" or "IRC".

This is about the only thing that would result in your precise symptoms.

This has nothing to do with Zap2It, but rather the setup on the  
capture card.
