When you say "downloaded", how did you download them?
For debian systems, you want to add the following to your
/etc/apt/sources.list file:
deb http://www.debian-multimedia.org stable main
deb-src http://www.debian-multimedia.org stable main
Since you are using a Hauppauge PVR-500, you also should add these:

deb http://www.hellion.org.uk/debian sid main
deb-src http://www.hellion.org.uk/debian sid main
Now, go to http://www.ivtvdriver.org, click the Documentation link under
resources on the left, and then click Debian under IVTV Howto.
The key here is to remember the versions.
Kernel <= 2.5.16 ==> ivtv0.4
Kernel = 2.6.16 ==> ivtv0.6
Kernel = 2.6.17 ==> ivtv0.7
Kernel >= 2.6.18 ==> ivtv0.8
Follow the directions and get the ivtv drivers to work so you get good
messages when you do dmesg. The ivtv-users mail list can be helpful
there with problems.
Once you get ivtv working, then it's on to installing mythtv.
all you need to do is do an
'apt-get install mythtv', and you should get most/all packages
installed. Once you get the packages installed, then you can run
mythtv-setup to configure your cards/listings/etc, following the
directions from the Mythtv documentation.
If you have actually downloaded the .deb packages to your hard-disk,
using wget, or whatever, you can install them manually, using
'dpkg --install "*myth*.deb"'. Doing it that way will help make sure
your dependencies are satisfied. However, using apt-get will make sure
that any other external dependencies are satisfied, and will be MUCH
easier in the long run.
