Couldn't answer, as I have never used it in OEM mode.  I have always 
used it with a Mythtv box.

Yes, the latest dongle at http://www.mvpmc.org does allow live TV 
viewing with a 0.20 backend.  I find the channel changing kind of slow, 
and there are some quirkinesses with skips and such, and some other 
little things, but it does allow for live TV.  And the "New LiveTV" also 
has a channel guide, so you can see what's on and select from the guide.
