Thanks, after hunting down the missing perl modules for my FC5 install,
I tried this script and it meets my requirements.

If you look in the contrib folder of the sources, you will find a script
called 'myth.rebuilddatabase.pl' that is really handy for adding
external recordings to the database. It works nicely and prompts you
for the title, subtitle, date, time, etc. fields. It will also call
mythcommflag to build a seektable. Then running a commflag job is
simple.
