I think you are talking about libxvmc-dev and I do have it loaded although
it acts like it is not there:
mythtv at mythtv:~$ sudo apt-get install libxvmc-dev
Password:
Reading package lists... Done
Building dependency tree... Done
libxvmc-dev is already the newest version.
0 upgraded, 0 newly installed, 0 to remove and 86 not upgraded.
mythtv at mythtv:~$ locate libxvmc-dev
