Yes. (And, the best answer is, "Always," because only certain things
can be done with mythbackend running, and it's extremely hard to know
what things those are unless you know the code well. And, it's
extremely easy to make a change thinking, "Oh, I shouldn't have to stop
it for this," and then post a message that starts a 30-reply thread
that's ended with, "Oh, I restarted the backend and everything works...")
