That's why we (so often) say, "SVN users should read -dev and -commits". ;)
However, because most of us are (try to be?) realistic, there are far
fewer curt messages saying to read the lists when someone misses
something on -commits since it can be hard to keep track of all the
changes. So, it's not a big deal--except, of course, for you--after the
day you wasted trying to get it to work. The question is whether the
time you saved not reading all the commits makes up for the time you
spent trying to get this to work (and the frustrating part is that it
only takes about 30 seconds to read the one that's important, once you
find it). I guess balance is everything...

Well, when you update the wiki ;), make sure you specify that it's
post-0.19 SVN head (not 0.19-fixes SVN) so that 0.19 users (and, later,
0.20 users--if Daniel changes things as he's finishing up the QAM
channel-scanning work) don't get confused.
The official docs will be updated by the time 0.20 is released (which,
BTW, should be /after/ Daniel completes the changes).
