The hdparm speed command works only after the disc is mounted.  Most hdparm
options are transient, having effect only during the duration of a single
mount cycle.  Every time that you mount a disc, you start with the defaults,
and need to run hdparm again to change to different values.

Each distribution has some method for automatically calling hdparm after a
mount.  Debian uses /etc/hdparm.conf.
