Sadly this is also happening on my mythbackend machine. Which is using:

  ivtv-0.4.4-107.rhfc3.at
  kernel-2.6.12-1.1381_FC3

For those who are using an external tuner, I have a workaround. Put the
following in your /etc/rc.local file.

echo "Pretuning PVR350 to Channel 21"
   /usr/bin/ivtv-tune -t europe-west -c 21

Obviously you will have to adjust the channel and frequency plan for
your own situation. If you are using the mythbackend internal tuner, I
guess the only fix is to wind the kernel back a few.

I am wondering if this is a problem with the 2.6.12 FC3 kernel because
RH backported whatever it is that's causing the switch to ivtv 0.6
