It's been quite some time since I've used RTC timing,
but I seem to recall that you needed to change the
frequency from the default.  On my machine it is 64,
but I think it's recommended that you set it to 1024.

Try adding this to /etc/sysctl.conf:
sys/dev/rtc/max-user-freq=1024

You'll probably need to reboot for this to kick in.
