Passive or active splitter?
Which end of the cable is the splitter?
Remember a passive splitter will halve the signal strength, if its at 
the loft end any noise picked up will be twice the size of the signal.
Passive splitter at the TV end will halve the signal and halve the 
noise- not good either, but slightly better.
With Digital TV a signal that is too strong is no good either so an 
active booster that is over enthusiastic can cause more problems than it 
solves

An active splitter next to your tuner card is no good as you are now 
also boosting any noise picked up along the down feed.

The long and short of it is that you need a good aerial and a good down 
feed, put an active splitter as close to the aeriel as poss, and use 
high quality low loss cable for your down feeds.
Dont use old analog coax.
