I don't think that's right.  mythtv-setup is primarily for the
backend: you set up your capture cards, channels and listing sources
which are all backend functions.  The frontends have their setup
within their own menus.

That's true - however you DO need X to configure it because the
mythtv-setup programme is an X programme.  But once you're setup, then
you don't need X running anymore.

You can of course run vncserver on the backend and run a remote vnc
client on a remote machine (or other remote X configuration) to do the
setup - that works too.
