No, the reason you saw kmdl for the cubbi 2.6.16 kernels was due to
cubbi not having yet being built for 2.6.17. So you were actually
seeing the latest kmdls for that series.

ATrpms maintains kmdl support for two series, the FC one and the cubbi
one which is the FC + swsuspend2 and a few other goodies.

ATrpms generally only maintains kmdls for the latest kernel the vendor
releases, be that Red Hat or cubbi. Some kmdls break due to upstream
not supporting the new kernel, but there isn't much one can do, the
kernel rpms that the vendor ships out never really get published in
any testing area to start building kmdls before it gets released
(there are testing kernel rpms, but they are always modified before
being placed in the production repos, so it's of no use to ISVs).

Furthermore the previous kernel is often obsoleted due to security
issues, so all users are urged to upgrade even if some kmdls are
missing :/
