xine has an audio "postprocess" plugin that does it.  Unfortunately, it 
seems many distros don't build it.  (If you build xine yourself, you can 
always do it right. :)

WinDVD (for Windows, of course) does it (I think that was the one that 
inspired the xine plugin).
