The precise pattern of the "angry tone" beep should tell you  
something about what your motherboard thinks is wrong, check your  
mobo or BIOS docs.

I once had a PVR that prevented the system even getting to the POST  
test. Turned out it was just plain defective and replacing it solved  
the problem.

You might check that each of the 2 Nova cards works individually to  
rule out a bad card.
