The key factor is if you could spin down the drive.  A system which
can run on flash when it's not doing record/playback could spin up drives
only as needed, and thus be quiet, low power and low heat.

I presume one reason we've not seen a DVR done this way is the Tivo
"always recording something, if only a live tv buffer" design concept,
which most non-myth PVRs follow, because it has merit.  This sort of
design would actually counter some of that merit.
