I took a look at the 42 dollar desk top case.  It looks just 
like the old used desktop cases you sometimes find for 20 
bucks or less, complete with power supply.

I am pretty sure that the case does not make it ATX.  ATX is 
a function of the motherboard and power supply and from what 
I have seen ATX stuff will fit fine in a normal sized 
desktop case.

An alternative to the desktop might be an ordinary tower 
case.  Just lay it on its side and it becomes a desktop. 
Old tower cases are even less expensive than old desktop cases.

No fan.  Not a good idea.  Even a very small, quiet fan will 
allow air exchange that will keep things cool.  Cool makes 
things last longer. Most powersupplies have a built-in fan.
