I didn't find one in mythfrontend.  There might be some without a UI I
don't know!

I've had a play with those settings now, and yes they do exactly what
I want.

I don't see a default setting for these in 0.19 which would be
nice, however a script to run

  update record set startoffset=5, endoffset=5;

Isn't hard either!
