Not exactly.  As you mentioned, you can use any MPlayer command for the 
config line of an MPlayer .lircrc binding.  So, the closest thing to the 
"skeleton" .lircrc MPlayer offers is a list of commands that can be 
bound to buttons:

mplayer -input cmdlist
