I have a 9600pro also.  TV out works with the fglrx drivers from ati.  
The problem is, as I have come to find out, that the ati drivers are 
bugged out and you cannot adjust overscan or anything besides resolution 
related to a modeline when using the TV output of the card.  If you have 
a TV that takes vga or DVI input, you are safe using an ATI card in that 
case.  With svideo or composite, it really depends on your TV, since you 
cannot adjust the modeline yourself.  It might get fixed in a later 
driver release, but I hear it's been going on six months that this bug 
has been unfixed.
I was lucky with my first TV and the default ATI modeline worked 
perfectly.  With my current TV I have major overscan problems which I 
cannot fix.  YMMV.  Give you card a try with your TV and if you're not 
satisfied with the output, wait for the driver to be fixed or get an 
Nvidia card to replace it, as Nvidia cards seem to be able to adjust 
overscan and placement on the TV out.
