Please note that it appears there may be several reasons that the
freezing on buffer change may be occuring and that 9013 may correct
one of them.  It didn't seem to make a difference for me but it
certainly may be worth trying for you.  By running SVN you can also
help to identify the particular problem that you're seeing and thereby
get it fixed.  But you have to look very closely at the logs to see if
you are having the same problem as someone else.  Simply seeing
repeated prebuffering pauses in the logs is not enough and it can be
pretty tough (at least for my eyes) to spot the differences.  I only
have ivtv cards so I can't address your question about non-ivtv cards.
