I used the same cable with the same card, I haven't had a problem.  The
IVTV wiki recommends that you use the NVIDIA 7676 drivers, give that a
shot.  There is also a possibility that you forced the cable in the
wrong way (I've done this before) and totally destroyed the S-video
output on the card.
