If you don't want to increase file size, you can't increase bitrate, so 
that means you'll need to lower resolution to increase quality at the 
given bitrate.

Use 480x480.  Also, make sure you have sufficient overhead in your 
bitrate (i.e. max bitrate should be about 1/3 or more higher than 
average bitrate).
