I ended up doing a bit of research to make sure of everything.  As near as i 
can tell the cheapest way to have four dish tuners for myth would be to use 
two 322 receivers and make sure both are connected to the same phone line.

These receivers have two tuners, but I don't know if they can be controlled 
separately with different IR codes.  Also they only have one S-Video jack.  
Having to use composite video for one might lower the quality of recordings a 
little. [I actually had not thought of using a 322 before now.  I use the 
simple single tuner ones with a s-video jack.]

At any rate the additional fees for using two 322's would be $5, while the 
additional fees for using four individual receivers would be $15.  [$5 
dollars for each, separate, individual tuner.]

Finally, I don't know if there is a way to assign tuner's priority, but if the 
idea of using 322's worked out, and you could put the composite tuner as the 
tuner of last resort, then all it would cost would be a little more for 
capture hardware to have another tuner available.  This of course ignores 
costs of the receivers.  Leased receivers have fees as well..
