Its down to hardware ( at least in my option ), specifically the tuner.  
Garbage in/garbage out. If you can't get enough quality signal to work with 
or it's inadequate for the card, then your stuffed... That's why I was asking 
for any knowledge that the list might have for more sensitive cards.

I'm not botherd about slow tuning at all, I can live with that.
