udev rules is the correct answer, i had the same problem (seemed to
start after a kernel / udev upgrade) and ive not had time to look at
udev rules, as a temporary solution I made a script that unloads all
dvb modules, and then loads them in the correct order. Said script
executes before the backend starts so they are correct by the time
myth uses them.
