How does myth get its time/date info?

Western Australia decided to start a daylight savings trial with short
notice.  Before the changeover date, everything was fine, now, despite
the OS and hardware time/date being correct (and after multiple
reboots), the guide data is still one hour out, and mythweb is also
showing the old time.

How can I correct it, or force it to be correct?

Currently I am using an offset in the guide data to maintain the
illusion of correctness :(
