I use the twinhan vp3020c card you linked under Ubuntu Dapper. It works 
fine for HD. I also use the dvico dvb-t lite (e.g. as sold at 
http://www.ple.com.au). It also works fine for HD.

AFAIK, there is nothing unique about Australian DVB-T. So if the card 
supports DVB-T, it should work.
